Water Bill Calculator
Estimate water bills from base fee plus two tier rates.
What it does
Many water utilities pair a fixed base fee with rising block rates. Early gallons cost less per unit, extra gallons cost more to nudge conservation. The bill is base plus the tiered water math.
The tool above takes base fee, tier limit, two rates, and usage and returns total bill, water charge, and tier reached. The defaults base 20 with 5000 gallons at 0.005 then 0.008 on 6000 gallons match the worked example, so the page opens showing $53.00. Switch to metric for liters.
Water charge splits at the limit. At or below, multiply all usage by tier 1. Above, bill the limit block at tier 1 plus the overage at tier 2. Adding base gives the total. Sewer, stormwater, and taxes sit outside here unless folded into base.
Metric mirrors imperial through gallons to liters at 3.785411784. Rates per liter are rates per gallon divided by the same factor, so both systems bill the same dollars on equivalent use.
This page shows the formula, one full hand checked example at 6000 gallons, a reference table, and practice checks that run through the tool in both unit systems.
How to use
- Pick Imperial (gallons) or Metric (liters).
- Type base fee in dollars.
- Type tier 1 limit in the active volume unit.
- Type tier 1 and tier 2 rates per unit.
- Type usage in the same volume unit.
- Read Total bill, Water charge, and Tier reached.
Formula
- base
- Fixed dollars per bill.
- limit
- Volume at tier 1 before tier 2 starts.
- r1, r2
- Dollars per gallon or per liter by tier.
Two tiers only here. For more blocks, chain the same split math. Sewer and fees stay in base for this estimate.
Worked example
Example: 6000 gal with 5000 at 0.005 then 0.008
Base 20, limit 5000 gal, rates 0.005 and 0.008, usage 6000 gal.
- Over limit, so split: 5000 at tier 1, 1000 at tier 2.
- Tier 1: 5000 x 0.005 = 25.00.
- Tier 2: 1000 x 0.008 = 8.00.
- Water: 25 + 8 = 33.00.
- Bill: 20 + 33 = $53.00 in Tier 2.
- Metric mirror 22712 L bills $53.00 the same.
Reference table
| Usage gal | Water | Bill |
|---|---|---|
| 2000 | $10.00 | $30.00 |
| 5000 | $25.00 | $45.00 |
| 6000 | $33.00 | $53.00 |
| 10000 | $65.00 | $85.00 |
Limits
- Two tiers only. More blocks need chaining.
- No sewer, stormwater, or taxes unless in base.
- Rates as entered. Seasonal shifts need separate runs.
- Estimate, not tariff proof. Meter timing rules vary.
Common mistakes
- Billing all gallons at tier 2 once over the limit.
- Mixing gallons with liters in one run.
- Leaving base fee out of total.
- Using limit as usage.
- Reading water charge as total bill.
Try it yourself
Quick checks. Answers sit tucked under each question.
Base 15, limit 3000, rates 0.006/0.009, use 2000 gal?
Water $12.00, bill $27.00, Tier 1.
Same but use 4000 gal?
Water $27.00, bill $42.00, Tier 2.
Questions
How is tiered water figured?
Limit block at tier 1 plus overage at tier 2, plus base.
6000 gal example?
$53.00 total with $33.00 water in Tier 2.
At limit?
Tier 1. Tier 2 starts above the limit.
Liters?
Same dollars on equivalent use. 6000 gal is 22712 L here.
Sewer included?
Only if folded into base in this estimate.
More tiers?
Chain splits the same way for each block.
